In January 1906, the growing number of members of the First Church who had moved to the Saint Anthony Hill district of Saint Paul began to prepare for a new church home.  Several sites were used until 1907, when the newly formed “Evangelical Lutheran Gloria Dei Congregation of St. Paul” chose a site at the corner of Hague and Victoria. 

In December 1907 the Rev. C.J. Karl of Clarkfield was called to be its first pastor, but he was directed by the Board of Missions to serve both Gloria Dei and Arlington Hills English mission church. In 1908 Karl conducted an organizational meeting of 42 charter members for Gloria Dei in his home. A Ladies’ Aid Society was formed, holding annual festivals to support missions and a building fund launched after Augustana Synod approved building a basement chapel. The members immediately began planning for a complete building.
